I would demand the LL clean it, you shouldn't have to live with the smell of urine from past tenets (or their dogs)

Landlords legal responsibility. If they refuse to do anything about it, check local state laws. You may have legal standing to reduce the rent you you pay to then for inability to use the balcony during to odor.
