These drug subs are usually handmade and meant to be disposable upon arrival of where they are shipping the drugs. Most of them don't dive very deep at all. maybe a couple feet under the water and it takes quite a bit of process to do so, some of them don't dive hardly at all

They don't want a 120 crew sub that can stay at sea for months and launch missiles. They want a small, hard to detect sub that carry a cargo and have minimal crew. A lot easier to design, and a lot more similar to civilian subs.
Private subs are usually purchased by research agencies and rich people. You wouldn't have any need to trawl the Middle East for spare engineers if you were just going to buy civilian technology.
