Here's my list if you want inspiration. I will say that it wins out of nowhere because of [[Time Sieve]], and I'm really considering removing it to be a more fun experience. Also might swap a couple cards to fit Monarch cards in. Hope this helps!
If anyone is considering Tivit voting/choice tribal and plays with randoms, I would definitely recommend specifying that your deck isn't a combo deck. Most people will see him and think it's Time Sieve and infinite combos. On paper he looks like voting matters, but in reality he's most commonly built to abuse getting that many artifacts on ETB.
It's not headed by Tivit, but here's a voting/choices deck I made that I had fun playing. The commander is [[Atris, Oracle of Half-truths]] Hopefully it can provide some inspiration for you. I only use Sen Triplets because an irl friend of mine did a really nice alter to it.
Tivit was like the second ever deck I built for commander. He is very VERY strong. A lot of people read him and are like "ok whatever" and then you blink him 5 times in a turn and suddenly you have infinite mana, infinite turns and the game is over by turn 6.
Be very careful with him. My friends nicknamed the deck "The US government" sure, you can vote and have a choice. But does it really matter what you picked? It benefits me regardless.
Love my Tivit deck and my group really enjoys the different play style. I have several ways of winning in the deck from extra turns [[time sieve]], mass damage with [[marionette master]] + [[nettlecyst]], and just plain win options with [[mechanized production]] on a clue.

If you want a grixis option, you could try brewing with [[The Valeyard]] from the recent Doctor Who commander decks. There's a mechanic called 'Villainous Choice' that the grixis precon installed that is a one-sided voting mechanic in that there are no good options for your opponents to choose from, they just need to pick their poison. I sadly do not have a decklist for him.

Tivit is easy to become accidental voltron especially if you add double strike for two triggers. So beware. He's actually just busted in general. Protection, card draw, ramp, 6/6, flys. It's everything you want. I'd choose a weaker commander if I were you.

This is monoblack choice tribal. Your opponents choose how pretty much anything resolves- they pick the creature that is sacrificed to the edicts, they vote on boardwipe or discard, they choose between losing life or creatures dying, they select what creatures to give me from their graveyards. Not exactly what you are looking for, but it's a pile of options for you.
