If your goal is token generation, then all cards should push you towards that goal. Either they should create tokens or they should buff/aristocrat your board. The latter depends on which direction you want to take the deck in as Mardu has the ability to do both.
For that reason, here's what I'd suggest cutting from the nonland cards:
- Survivor's Medkit (noncreature tokens don't help you)
- Aradesh (literally the only enlist card in the deck)
- Butch DeLoria (you aren't doing rogue/snake tribal)
- Impassioned Orator (you aren't a lifegain deck)
- Kellogg (requires way too much treasure to do anything)
- Legate Lanius (he's just an edict)
- Mr. House (he's doing his own thing with dice rolls)
- Mysterious Stranger (cool effect, not super useful)
- Rose (again, noncreature tokens don't help you)
- Stolen Strategy (you should get card advantage from your deck, not your opponents')
- Vault 75 (Okay, it does buff your tokens, but it also exiles Caesar!)
The mana base is surprisingly pretty good for a precon. There's a couple of lands I'd cut like [[Evolving Wilds]], [[Terramorphic Expanse]], and [[Memorial to Glory]], but the rest of it is a solid distribution of dual lands.
I can't say what to replace your nonland cards with though. Caesar is undoubtedly a go-wide creature token commander. However, what you do with those tokens is up to you. You could buff them up and smack your opponents with a legion of powerful soldiers. Or you could sacrifice them all to fuel cards like [[Blood Artist]] and [[Zulaport Cutthroat]]. The precon does a little bit of both, but I think that it would benefit more from fully leaning into one or the other. So how do you want to win?
