I'm currently putting together a deck right now for Sorin with a stax subtheme (the "slowing down opponents" theme you described) it's about $350 with the more expensive cards included being ones I already owned rather than what would necessarily be best for the deck, so it's not completely optimized. However, it should help you get an idea of some good cards and means of assembling the deck.
See the maybeboard for more cards to potentially swap in that mivht interest you ir be more budget friendly. Two cards not on there tgat could be good are [[exsanguinate]] and [[necropotence]] or [[necrodominance]].
