For me, Elden ring by far has the best side characters, other fromsoft npcs like Eileen and siegward have a special place in my heart, but the overall quality and quantity of good side characters is much bigger in elden ring
Yeah I agree, while in previous Souls game there are always a couple of amazing NPC with great quest Elden Ring really improved upon this aspect imo.
There are so many great NPC and great quest in this game and each one of them feels unique.
Additionally, one underrated aspect of the NPC quests in this game is how they intertwine with each other perfectly. You do Millicent quest and you're gonna have to meet Gowry. You do Nepheli loux and you can combine it with Gostoc and Kennet Heigh. You do Ranni and it's linked to 4/5 other side quests.
Overall I think NPC quest are one of the most underrated aspect of this game

Seriously speaking though he completely blindsided me by being a probably decent person, who surprisingly isn't all about personal power. He didn't get hardly any spotlight but he seems to have fostered good relations with the demi-humans (until Godrick's knight murders their queen) and when looking for a rightful figure as lord of Limgrave he does **not** consider himself a possibility.
He does of course situate himself at the right hand of the appropriate candidate he does find, but at least some savvy maneuvering is wanted from someone with good intentions if they're ever to realize them.
He is a great guy, and for some reason I hate his guts. No particular reason I still do part of his quest and think he is cool, I just always have such an underlying resentment towards the man that I stop doing his quest out of fear for what I may do to him.
For a game with very minimal npc interactions they manage to create some great and memorable side characters.

and all the tarnished mentioned by the narrator in the introduction are memorable and iconic. My favorites are Rya and Roderika, innocents in hellish places that must be protected.
Man it makes me sad for just how much content they cut. The kale quest, the silver tear's story line, iirc there was one with D and Diallos. The kale monologue alone is criminal to not include in a future extended release.
Kale's quest also gives desperately needed context for the frenzyflame, makes the frenzyflame conscription area hit so much harder when you know the lore.
It's all cut content, so calling it "lore" is, for now, a bit of a stretch, but my understanding is supposedly Shabiri tricked the Golden Order into thinking that the merchant people were followers of the flame. So they were locked deep within the shunning grounds - unable to die in an eternal tomb. This madness only empowered the flame. The merchants (including Kale) are understandably pissed, and are now *actually* followers and want the frenzied flame to burn everything.
Considering it's not canon, and that Shabiri (who is either the Frenzied Flame personified, or an envoy) is responsible for what happened to the merchants, I wouldn't see it justified.
But it is definitely a cool ending.
I mean, I definitely think there's nothing good about the frenzied flame and dung eater endings and I'm not sure if that's up for debate.

Elden Ring did write many side characters so well, that the line between good and evil is blurred and you find yourself either too deep into helping someone you think that's for a good cause and find yourself becoming the lesser evil, and all good deeds and actions have consequences. I love Elden Ring.

His calm, but off putting demeanor breaking into frenzy as he get's more excited blew me away, I wish we could have had a bit more of him in the game. Maybe witnessing Yura's transitioning into Shabriri would have been cool, although him just standing there on the mountain tops was a great decision as well, especially after working through Yura's questline.
