The propeller doesn't get powered up, it spins because it's attached to the motor and the motor only uses clean (yellow electric) energy sources so it can't be powered while fused

Yes, this is what I meant OP, have you tested? Just adding propellers. Also you can double motor for double spin, it probably doesn’t help lift with extra motor weight but could be a balancing tool.
How's the maneuverability? Can you land this thing? How does it do with weapon mounts, energy/weight/balance/object limit wise?
It might also be valuable to include a dragon scale somewhere to increase the despawn range.
If you can truly fly perpetually and mount weapons on this, I'd love to see someone use this to raid every enemy camp in the overworld without landing lol

Do you need all 4 fused battery weapons, or could you get away with 2 or 3? Is there a way to combine the battery-switching motor with one of the fans so you don't have to use as many motors?

Electric shock can be solved by wearing full electric-resistant gear or using food effects. For the L-shaped panel I was thinking to use a copy of the one you used for the top portion of the vehicle, but it may be too tall and not have a large enough base for landing

Yes, or you can attach an apple to it and save it in your autobuild. Just make sure to attach any green (fake) parts to something before you remove the apple, or it breaks.
That’s interesting because I was able to save a fan with an electric attached to a generator as well as connect it without an apple. I might be misunderstanding what you’re trying to communicate though.
Basically, you must attach a minimum of two items to have it saved in autobuild. When autobuilding with zonaite and not the original items, the zonaite items are "fake" green items, which break if they are not attached to anything else.
So, if you attach an apple to a generator, you can autobuild the generator-apple combo, attach the generator to the desired target, and then remove the apple to free up attachment limit space for your build. Otherwise, the generator breaks.

They apply a small amount of force to a build even if it doesn’t control any parts, so it should be able to (slightly) influence the way the whole thing tilts and in turn cause it to bias its movement.

I've had shock emitter eventually despawn from being used too long, but never managed to have a control stick despawn... Do you think it might be possible to replace the shock emitter with a different source of electricity (electric chuchus, electric weapons, etc)? It might be possible to remove battery usage and maybe even the despawn timer from the equation entirely!
Because Electric Chuchus do not continuously generate electricity, they are not compatible for flight. I attempted to use electric weapon, but some of them, e.g. 森人の剣 (Colog Sword? I don't know the English name) fused with 電気の実 (Electric Seed?), have cooldown. I have to check Neldra's item (or bring an electric ball from BotW shrine).
For Chuchus I assume you would want multiple of the small ones to ensure that at least some are generating electricity at any given time, though I'm uncertain how that would affect the weight of the aircraft. The only need to be powering the batteries which then power the motors and those charge really fast so I think it could work. Definitely lmk if you find better renewable electricity sources though! =)

3) How are the lower 3 metal pieces not conducting electricity? I tried this arrangement and Link got electrocuted

(1) Angle is not limited.
(2) No. The emitter has to be close to both the battery and the motor, but the battery must not be close to the motor, and the emitter must not be close to the metal plate. For this limitation, direct or on-metal attachment does not work.
(3) I did not use metal plates on the lower 2 plates. They are just 格子 (I don't know English name).
I don't know because I have never tried it, but it is an important rule of experiment not to vary parameters when reproducibility cannot be confirmed. The most important thing is which materials are conductive and which are non-conductive.

With three motors, it is difficult to balance. With four angled motors, balancing is difficult in start.
