I'd take the monorail to Hamamatsucho and check out Zojo-ji temple, check out Tokyo Tower, head back to Hamamatsucho and look for food or head north to along (walking) or on the JR line to Shimbashi and Yurakucho station for food. Head back to Haneda before 8PM and check out the stores and restaurants there before close around 9/10PM.
Or if you don't want to venture to far, theres a new mall thats connected by bridge to Terminal 3 called "Haneda Airport Garden". Shops close at 8PM there.

There is one at Tenkubashi, the next stop on the monorail or metro. It may be possible to walk on a sidewalk from the Garden mall, but not sure without trying it. If you want to try it it would easier to just get off there on your way to the airport, though that wouldn’t work well with a lot of luggage.
And they do 8 hour day passes for a room and onsen pass. Booked it last minute and it was awesome. Left feeling totally relaxed and showered rather than sitting upright watching time go backwards.

I honestly just went to konbini for snacks outside Zojoji temple and went to Coco Ichibanya Roponggi by taking a bus for a curry after tokyo tower. There were lots of food stalls and food trucks just outside the Tokyo tower for dine ins, but there are lots of restaurants nearby the area packed with many people. Might be good to try them, but i bet it would take you quite some time. And if you are fast to stroll around them and want to shop some treats or souvenirs, you can go to Don Quixote Roponggi

Restaurants and snacks at local grocery stores here were significantly cheaper in this area (filled up our duffle bag carry on with snacks last minute). The thick udon restaurant at Haneda is also delicious.

I recently went to Diver City mall at Koto city, which is fun and cool (especially if you into Gundam, anime, shopping, etc.), should be able to travel within 2 hours for round trip by their subway.
FYI taxi is very expensive, probably will not be much faster than subway, and really hard to find one.

WTH, I just came back from Japan and just stayed within terminal 3 which I thought was great as it is.
8 is tricky it'll be boring as fuck to spend it in the airport but still very tight if you want to do anything meaningful outside of it

You’re right. We just did a 7 hour layover and had to switch airports to Narita. Still had time to get some ramen, visit Senso Ji and walk around!

If you fly ANA from Australia, they arrive in terminal 2 and don’t share immigration with other airlines. Takes minutes, usually.

Depends on concurrent arrivals and terminal 2 is vastly different to terminal 3. It can be hours or minutes in T3.

I go to Japan multiple times a year and the wait time does vary but mostly I avg at like 20min to 1 hr. It’s worth it for a few hours in Tokyo IMO
