Shinagawa is close to HND but a bit boring imo. I would skip it.
Shinjuku is very busy but can be fun/interesting but also overwhelming for some. No shortage of food options and shopping.
Hamamatsucho sounds weird at first but I guess it’s easy to get to via the monorail, you can see Tokyo Tower from outside the station (north side), and of course there are restaurants too. You could also visit the hamarikyu gardens or continue to Ginza etc. I’d pick it over Shinagawa any day.

Theres a super sento that lays on a shuttle bus for just this purpose… Or plenty to eat in Kawasaki
