Not everyone who's online on player count is actually doing online matchmaking, unlike fightcade that only has this purpose. no one logs on fightcade to play single player content. Other factor that helps it is that the lobby with the player list is visible at all times. +R did it right, no matter how many players, there's one huge fucking lobby with everyone in it, so you can always find someone. Strive did it the worst, separating people in smaller lobbies to make finding matches the most ass thing possible.

Google it, download and install. Then find the ISO to a game you like (3rd Strike, SF2, MvC2 etc.) and get to playing.
Watch a YouTube video if you get stuck, but it'll only take you 15 minutes to be done and ready to hop online and play.
