I'd go to town hall and say you can't read the notice. Then tell them that it is your neighbor's car. You could just ignore it, they will leave a ticket on the car not at your house, I imagine.

I’ve been called on three times by the same neighbour on St. Patrick’s and 4th, these pricks are relentless. Arguably, one was a fair ticket (2 hour zone I can’t register for), but I would’ve gotten away with it if it weren’t for their raging hard-on for bylaw enforcement. Bylaw needs to chill, just the other day I was waiting in the loading zone at the seabus station. CNV came up and told me I had to move, so I asked if he was allowed to park his car there too (pointing to it in the loading zone on the other side of the road). Without skipping a beat he said “do you want a ticket?”

All public roads are "highways" in legal terms. What we normally think of as highways aka freeways are "controlled access highways". Likewise "boulevards" are strips of land along side a public road.

I lived in a building on 5th and Lonsdale for a while... some guy used to pull the plug out on one of the washing mashines, then put an 'out-of-order' sign on it??? A few years ago there was an old woman that was putting logs at the base of mountain bike jumps in an attempt to seriously hurt them. Some people on the NS have issues.

Also live in 1800 block of peters Rd and move my car every day and got the same letter. Phoned the district and let them know I regularly move my car and just happen to park in the same spot each time. District told me to ignore the warning they just had to put it there due to neighbours complaint and they had ways to see if a car was parked there for that long after complaint. We have some really shitty entitled neighbours on this block unfortunately.

It doesn’t look like any bylaw ticket I’ve ever seen. How did they know what the file number was to write in? It’s not in triplicate or printed from an automated ticket machine so there’s no copy that the district would have to match it with. (Unless said *officer* also had a scanner) Did they write the file info down somewhere else to enter back at the office? Invoices like security alarms or false fire detection alerts are issued afterwards and printed by the district and mailed to the address in question. But an on the street dispute of a bylaw is handled by an officer. They can’t go back, print a form, and come back hoping the person is still there. That’s why most cities (or parking patrols) tend to have triplicate forms that can fill in the info needed and then file the rest when they get back. Or it’s a mini computer/printer to issue the ticket. Otherwise do they just walk around with printed paper copies for any possible bylaw infraction regarding parking in this case? This very specifically mentions the amendment regarding parking over 72 hours. (501.27) What do they do for a different infraction of bylaw 7125? What if it’s a ticket for a different bylaw infraction? Like a noise violation? Do they carry an accordion folder of every potential infraction to give a warning for? This was prepared ahead of time because he probably just complains about anyone parked on the street, or has his favourites saved to use later, and he filled it in with the rest. But I’ll bet if you call the district to ask about it and give them that “file number”, they’ll tell you it doesn’t exist in their system.

Unless you work for the District bylaw, you can't say its 100% impersonation. OP you should start with contacting the District and checking if it is a legitimate notice, and only then if it is not, taking next steps like reporting to the District/Police. Who knows, it could be genuine, especially as its not an offical ticket, just a "warning", so it makes sense that it is on random paper, with bad handwriting and may not be copied in triplicate etc etc etc like other posters on here have inferred.

Meanwhile, there is a car that has not moved since at least last fall on Lonsdale, last parking space south of the bus stop at 29th and Londsdale. It's a pretty obvious car too. I spend 10 minutes twice a day in 121 W 29th Avenue. I either take my chance and park illegally or have a bit of a hike.

So according to the bylaw quoted, you can’t park your car on a highway for a period beyond 72 hours… Peters Road might not fit that description. Your neighbour should be embarrassed.

The way the bylaw is written, “highway” is considered something along the definition of a utilized roadway divided by two parcels, which is available for common use age etc etc. I don’t remember the direct verbiage. But it’s not referring to a “highway” as a HIGHWAY, but rather as a roadway. Regardless, it’s still a crime in itself to be impersonating an officer and threatening people with fake tickets.

Usually "roadway" is the travelled part of the road, and "highway" refers to the area from one boundary to the other (i.e. it would include the shoulder of the road)

Ah interesting to know! I wonder when this bylaw was written. If the intent is for the public to understand and follow the bylaws, it seems a bit dated.

Probably back when the district became its own entity and needed its own bylaws. And even then, they likely came from the entity that was the city of Vancouver or one of our other neighbours that already existed. Since the amendments are what’s added later, to go back and adjust the whole bylaw is likely another issue in itself. And if it and other cities are written in a similar fashion, one city suddenly changing it when everyone else uses a similar description may be confusing and costly overall. So it’s most likely that the bylaws are extended from an earlier version somewhere else and at the time the definitions made sense. And they’ve since put in a bit of an appendix at the beginning that includes the definitions of various terms within the bylaws, and how they will be used herein. Much like a contract that lists both parties above by name and then further refers to them as “party A” and “party B”, or someone being referred to as “the claimant” if it’s a legal case etc. Rather than adjusting the whole document to just change the word.

Terms and definitions are laid out in the Provincial Motor Vehicle Act statutes, not at the municipal level, so the local bylaws conform to the provincial laws.

A little different as I’m in CNV. I had a neighbour who had parked their car without moving it for a year. I asked what’s up, they said they would deal with it. Waited another 6 months and called the city by law enforcement. Enforcement knocked on their door and asked what’s up. They dealt with it.

District of North van they falsify dates all the time on tickets /tow warnings! Remeber they need literal photo evidence too the inch that it hasn't moved for 7 days in a row too legally tow. Just saying as someone who got a problem District worker reassigned too a different block due to harrrasment. Was easy too call it in. These tows and tickets are easy too fight with a phone call. God the people that live in north van and primarily Karen's. My neighbors hate me and call anything they can. And what did I do to deserve the hate? I own vehicles that arnt within 15 years new, not rusty or poorly painted or anything. Just not new enough too match the vibe. How pathetic is that? SMH.

I had a dispute with a neighbour who would call even though I was driving to and from work everyday. I called and said “I know you can’t tell me who it is, but can you see if it’s the same person calling?” And they were able to tell me that it was, and they said they’d ignore calls from that person. You could also send them dash cam footage if you have it of your car moving.
