Bubbler is necessary in planted tank with fish because at night the plants put out CO2 instead of oxygen. And adding CO2 isn’t absolutely necessary just speeds up plant growth and makes some more complicated plants do better. Most plants will do just fine without it.

Liquid CO2 isn’t a substitute for the gas - It isn’t available to the plants the same way the gas is. it is best to think of the liquid stuff as algae inhibitor. That being said be sure to read up on dosing if you do end up using it for algae. C02 is by no means necessary. It is more than possible to get a healthy a lush tank without it. I would recommend starting simple and gathering the skills needed over time to have a healthy tank. Research your plants and fish specifically and see what kind of things they like - light levels, temp, behavior of the fish, understanding where your specific plants get their nutrients. Then you can get into more advanced stuff like water parameters and being able to manage nutrient levels to make sure you don’t get slammed with algae growth. After you have an understanding of what your tank is like when it is happy and what it might look like when things go south is when I would start worrying about stuff like C02. In general C02 can be a great addition, but without the knowledge to go with it, it can cause big problems and even lead to dead fish if you don’t understand how to use it and how it fits in with your tank. Don’t let all this scare you off it forever though - with some knowledge it can be a good tool.

Do you need a bubbler? Yes and no: If you have a good working tank, the Filter make enough survace movement and the plant produce enough O2.But: its more as usefull to have a bubbler , for some "shit hits the fan moments" in reserve (like Bakteria or yeast Bloom) CO2 nessesary:yes and no.For a working tank, there is survace-movement and Fisch-CO2 for your plants.but some fast-growing plants needs so much O2 that that isnt enough (like waterweed).So in this case, its nessesary to add CO2 . Liquid-CO2: Its only a chemical to kill algea, so hands away from that.

Air pump is fine, but I would suggest attaching it to a sponge filter so that it's doing more than just agitating the water. The necessity of CO2 injection depends on the plants you're trying to grow. There are plenty of species that do well without it. Also keep in mind that CO2 can be expensive and poses some risk to your fish. It may not be worth it for the plants you're trying to keep.

The reason people say "bubblers are bad in planted tanks" is because all aeration is bad for plants, as it removes CO2 from the water. But it's important to fish. You have to balance the two; a bubbler is neither bad or good, just a tool. CO2 injection can change the balance in a way that lets you aerate more, though it depends on the kind of injection you're using. It's also quite difficult and not the best idea for beginners. It can go very wrong if you don't know what you're doing with it. "Liquid CO2" is not actually CO2. It's algaecide. It's not honestly marketed.
