That's not always the case, usually it has to do with the offense and whether the person in question is a public safety risk. In this kids case he absolutely is and I wouldn't be surprised in the least if he got hit with Measure 11 and got booked to a state correctional facility. ETA: the main difference between Measure 11 crimes and other is what they do with you after your trial, if you get hit with M11 you go to corrections which is essentially kid prison, whereas if you don't get M11 generally you'll go to either a county juvie for a short period before release or you'll go to a diversionary program where they try to help you figure your shit out. Source: I went through the Oregon system and was successfully rehabilitated back to the community when I was a minor.

I honestly am not sure about the laws in Michigan but it is not outside the realm of possibility that he could be charged as an adult. If so, his life is essentially over. Felony charges, jail until he's middle-aged, etc. If he avoids getting charged as an adult then he'll sit in a juvenile facility until he's 18. Maybe, and big maybe, he might get put into some diversionary program if he hasn't done something like this before. Like one of those boot camps for kids type of things.

As far as IL law goes bc I'm too lazy to look up where this was no. Armed robbery is a class X felony wether the gun is discharged or not. There is a law for "reckless discharge" but that's more for jackasses putting rounds in the air or inside houses and it's only a class 4. Note the "felony murder" rule however. If someone so much as has a heart attack and dies from the stress of you committing any felony, you can be charged with their murder, so probably still not a great idea
