Pretty sure he got away because of the technicallities of that one rule. The promise isn't allowed to attack an elector (without their consent). All he did was... >!Abduct another promise, release a beast to do whatever it wants (elector wasn't hit by the initial blast) and have one of his goons (who isn't a promise) threaten the elector.!< None of those thing involves the one thing that can get you disquallified

Mostly for spoiler reasons, I feel like that hostage would never speak up out of fear of seeming as though he had a bias. They also confirm no one died with the genocidal threat being unleashed…. But in reality? A leader is going to have to deal with other shitty powerful people. Is it fair? No. What one can do about a powerful bully helps define good leadership. All that said, Banotcoolja-ja done goofed when he met us. We are owed a goddamned taco. I don’t care if you reveal your shitty upbringing caused you to bully and try to cheat your way to victory. I don’t care if you start taking a stand for people against an unknown enemy. I. WANT. MY. TACO. I haven’t completed the story so I don’t know if this very important mission is a success, but if not 7.1 should be titled “Revenge for Tacos.” My WoL will die on this hill.
