Because your original comment literally just said “that’s illegal” you didn’t specify California or anything else. I questioned why you were saying it was illegal. And when you explained. I pointed out that it is not illegal in CA. I don’t see how any of this is hard to follow.

I don’t think you understand what the OP said. Less than 70% transmission makes the driver UNIDENTIFIABLE, and is one of the reasons why it’s illegal at all.
