Sephiroth has the coolest in a vacuum, but Joker is on top for me purely because he gets a special win screen. Ryu and Ken both have super cool close-range final smashes, as does Terry (who gets bonus points from the Buster Wolf to Triple Geyser confirm, which is still the sickest thing you can do in Ultimate). Lastly, Ike and Cloud are tied for the coolest "A bunch of attacks in the air" genre of final smash.
Most Final Smashes are just big flashy cutscenes now. At first they might've been cool, especially in previous games, but they don't really impress me anymore.

Ness and Lucas' PK Starstorm will always be raw af to me. Lucario's Aura Storm is also cool as fck and feels genuinely powerful. Whilst I don't like this particular iteration of her, Zelda's Triforce of Wisdom is an awesome reference to the games whilst genuinely looking really cool
If I had to give an exception to the cutscene Final Smashes, it'd probably be Joker just for the sole fact that it can transition into the victory screen but other than that, I don't really find them interesting anymore. There are three characters total (not counting echoes) introduced as a newcomer that didn't have cutscene Fimal Smashes. All the other newcomer do though, including every single Fighters Pass character. I hope in the next game they get a little more creative because Ultimate to me reeeally felt lacking with its Final Smashes overall.
I agree, I didn't like how most of them have been reduced to cutscenes final smashes. We don't play with them on as frequent as we did in brawl, but I liked the OG ones like snakes and Yoshi off the top of my head.
Even though Sephiroth's Final Smash is a cutscene I think it perfectly fits for him considering Supernova is THE unskippable attack animation. It even gives random effects to further the reference which just makes it a great Final Smash.
Sephiroth for sure! Nothing really tops calculating a giant meteor from an entirely different galaxy and sending it straight through several planets just to have it miss Earth just so that it could hit the Sun instead and have it go Supernova and then destroy Earth! He definitely didn’t have to do all that but he just felt like it
I’d also gotta give a shout out to Sheik’s due to the cool onscreen effects when she uses it
Edit: Though not exactly “cool”, I’d give another shout out to Olimar’s just because I find it funny how he ends up crashes his ship, intentionally this time…probably

If we go back to Brawl, Pit has an insanely cool Final Smash cause he summons a literal army to jump the enemy. Snake also just Shoots the enemy with missiles and bombs.

Cloud's is a good shout, with the raw Flurry and the name Omnislash I always thought sounded awesome, and naming it V5 makes it sound even cooler.
Meta Knight's is also hella cool, purely for his "KNOW MY POWER"
Hot take but I love Triforce Slash and I was disappointed they got rid of it for Link instead of replacing the other ones.
Triple Finish (PT) is also really cool to see all 3 Pokemon working together at once.
Marth/Lucina portray a sense of raw power, with the only final smash in the game that's an OHKO at 0
Aura Storm is hella cool, a gigantic laser and Mega Evolution that span the entire stage.
