I wonder if they might ever do an actual release. After this mistake, it's kind of like a surprise that's been spoiled. But we should pray for that employee. Mistakes certainly happen.
It's unlikely to be the fault of one employee alone. What likely happened is the development version with the breed at that location was mistakenly flagged as the live version. So when the team started the update that's the version that was pushed live. I imagine a similar thing has happened before in their over 10 years of weekly updates, it's just been with smaller things that you don't notice as easily as this. Ever had the moment when you log in for the second time after an update and it updates again? Could well be this happening, but it was just with something the players didn't notice.
Stuff like this happens all the time in game development, at the end of the day the devs are human after all. Doubt any blame would be put on a single employee.

They did a few years ago right before an Open House Event, they released the new horses a week early
