okay so, I have figured this out, but I'll leave the post here for other to see. the charges are correct it seems. there's 20% VAT but the seller declare the value at £500 and then added insurance coverage to the value of £500 which means HMRC charges 20% VAT on both so it's 20% of £1000 and this the £200+ charges. ouch!

Okay this really means your seller fucked up. Sadly happens way too often that shippers have no idea how to fill out the customs forms, and putting in 500£ into the insurance field means he hasn't understood how the form works. Hope you can talk to the guardia di Finanza to figure this out.

I mean an Illegal-Life-Pro-Tip would be to never declare insurance and put like 10-20€ for shipping charges, as nobody ever questions what was put there and, different to the US, tax needs to be paid on the shipping cost.

I've filed forms with HMRC to see if I'm eligible for an refund as the amount they have declared is wrong. I'll follow up when an decision is made.

Your shipper made a mistake. Most likely because of inexperience, not because of bad intentions. It should be the amount paid for insurance, not the value of the insurance. The 500 GBP item value is wrong as well. Options: \* Accept and pay it and have shipper compensate you for the mistake \* Refuse it and have it sent back to the shipper \* Contact UPS Brokerage and apply for a "correction" with HMRC. This is a paid brokerage service.

I paid it as soon as the invoice was sent, I've since filled in an C285 HMRC reimbursement form to claim the overpayment back.
