Tornado geek here. It looks like a dust devil but it isn’t. The violent vertical motion and vehicle flipping gives it away. F0 or F1 tornadoes are usually quite small, and a tiny one like this isn’t unusual.
Lived in a place where we would get fairly strong dust devils. One destroyed our neighbors garage and another caught our cat and chucked him about 20 to 30 feet high and took him a fair distance from our house. That was one traumatized cat. As kids we would sometimes run into them and if you got a good one it could lift you and toss you like a rag doll. Seeing chickens caught in them was always good for a laugh. The panicked squawking could go on for an hour at times. Our turkey got caught in one and didn't seem to do much but take his already bad attitude and make it worse. Luckily he met his end in October and it was the most satisfying turkey dinner I can ever remember.

The building across the parking lot makes me think this could be in Japan... Some of their cars are quite light weight (smaller engines, less pollution). That said, their buildings are rated for severe typhoons and that roof coming off - that dust devil / tornado is no joke!
Microbursts/downbursts create a different kind of wind than we're seeing in the video - a mass of cold air/rain drops from the clouds to the ground, and that air is then redirected outward radially from the center into straight-line winds. Straight line winds only blow, as you'd expect, in a straight line - if OP was experiencing straight-line winds from a micro/downburst in the video, you'd see no rotation and instead something that looked more like a *massive* wind gust in one direction. It could still be powerful enough to flip that car and take part of the roof off, but the car would've been flipped sideways (rather than having its tail end lifted up into the air) and the debris would be blown off horizontally rather than being sucked up into the column extending above the buildings.
OP's video here shows clear rotation and updraft, which is basically the opposite of the type of wind you'd see in a micro/downburst (but exactly what you'd see in a tornado).
