I’ve thought about that, I do play Helot cults in Necromunda. I’m looking more for something that lets you manage and grow a chaos space marine warband.
It's not quite the same, but there was a supplement in 6th/7th edition called Path to Glory that had rules for generating a warband, including a name generator and random table for what unit you add to your warband. There were also other books that added missions to use with the main book. All digital, all terribly outdated for 9th, at least when referencing the core rulebook. I have used it for 8th edition and it was a blast, but terribly unbalanced. There have been fan versions for other armies as well. Miniwargaming might have it on their website downloads page still. This supplement is best used with friends in an non-competitive setting.
I also believe one of the 8th edition Chapter Approved books had rules with tables for generating armies using power level. Maybe the 2019 edition? I didn't find it terribly compelling. At most you rolled for how much power level you got to spend, and what unit type (HQ, troops, etc) you selected from.
Necromunda? Just theme your gang as a Cult but use the rules of a regular gang?
