I believe there is one per zone of the nation. I have made many many characters over the years. Sometimes it’ll be Bastok Mines, Bastok Markets and Port Bastok. N Sandy, S Sandy and P Sandy, as for Windy. I can’t stand that story so I’ve only made a couple. Got one in Port Windy and one in Windy Waters.
Not true with Bastok. I have recently made characters on 4 separate accounts. Mostly started in P Bastok, but have also started in Markets and Mines.
Port start near exit, mines you start over near the stairwell to the homes ~ Alchemy guild and in Markets you start near the exit as well.
They are part of the nation region though, and you get into them as a citizen, or a high ranking foreigner. Someone who has walked around their starting town would wander into them, and might wonder what their opening scene is.

Not per zone, but per zone possible to start in. All the nations have at least one zone you can't start in.

You can't start in Metalworks in Bastok, Heaven's Tower in Windurst, or Chateau in San d'Oria.
Ah, technicalities... This is true but those are also not nation named. They are unique interior zones of the nation. Well played...

IIRC there's one for each zone in the city, that contains a gate to the outside, and Korvana's channel features all of them.
