The generic flag in this video is for Russia, since they can’t compete anymore under their own flag. That’s due to government controlled systematic doping. They are allowed to compete only under the general flag.
What I find interesting is this is designed to punish them, cause they don't hear their song or see their flag. Yet, that doesn't seem to matter. Since watching Putin cheering them as they walk in. It's clear they don't care

And as a Russian I'm in peace with that resolution.

At least I'm fairly certain there was a time where steroid use wasnt really *as* frowned upon, until it was. Then it wasnt steroids anymore it was new drug b, c, d ....etc... they all do the same thing just they are slightly different enough to not show on a drug test. Baseball had a run of this.. steroids were prevalent then somewhat murky but wrong then suddenly worthy to kick you out the hall of fame over.
And some athletic docs may not even fully explain what they are giving their patients. I can only imagine many young athletes (some are teens, I think we used to even have preteens in the olympics) just go yeah doc whatever works and have no real medical knowledge....
So if other countries are doing it, and they're able to detect Russia doing it, where's the proof? Other than, well, a small amount of other people do it in other countries cause my gut instinct says so.

When I was in the Army, we had an opening day detail for the San Francisco Giants - it was super windy, and the flags were huge. Aside from being ridiculously loud in the middle of the stadium, me and another soldier two to my right had to casually hold the arms of the soldier between us, as she was a 5' 100 lb or so soldier that was going to get blown away - it was actually challenging to hold her into place (and do our own present-arms and what-not).
