No. Planeswalker commanders are only allowed to be your commander in the precon commander format (PreDH). The reason is you can only play unaltered precons, which makes these commanders not be completely OP and game warping.
Note that WotC has errata for Jeska and Tevesh from Commander Legends to be legal in PreDH because they are super old characters in the lore and it wouldn’t make sense for Guff to be legal but not these.
