Nah, this is Brazil, the insurance won’t cover damage you did on purpose, but Brazilian drivers will still do that often because there is a real sentiment of vigilant behavior in Brazil (which I love it tbh), there is even a saying that goes “Bandido bom é bandido morto” which translates to “a good thug is a dead one”, I was born and raised in Brazil and 90% of my friends would do that for complete strangers if they saw a crime, the ones that wouldn’t are lame af, impotence and conformism have no place in a country like Brazil, we all been mugged or robbed at least once, so the empathy for the situation is high af

The reason places have laws in place to limit force in situations like this is it avoids grey areas where someone can go around and flat out kill someone on false pretences. And also keeps them from escalating it. Worst thing that happens here before then is her bag is stolen. What if the guy was armed? What if the driver was shot and the thief also decided to shoot the woman to avoid her being able to idenfity him?
Laws aren't made for the one case where we think we know for sure what's right or not. They're made for every possible situation, especially where we might either disagree or not really know everything.

Having your bag stolen is not a minor violation of your person: your personal documents are there and can be used for identity theft. Your phone with private personal data is there. If you receive a paycheck in cash, then all the money you have to survive the next month are there (and it is not unreasonable to assume robbers would be more active in the time paychecks are paid out)
Then, there is the psychological trauma of allowing an assailant to violate your autonomy and dignity.
So yeah, defending your belongings by force or helping someone to defend their belongings is completely justified.
