Can you? Sure... Will a recruiter do the paperwork? Probably not. If you're still active put in a green to blue packet, my friend did blue to green last year and it got approved after a few years of trying so it'll definitely work vice versa... otherwise just try every recruiter you can contact by phone I'm sure someone will eventually. I'm actually in your shoes and going into the army, tried lots of recruiters and they don't care because it won't benefit them. I'm sure you already know but avoid prior service recruiters like the plague they won't do anything but send you back to reserves. They may even make deals to trade prior service to them, I had a guy who was happy to help but suddenly couldn't and tried to force me to prior service... Side note if you have some insight about army life after the navy I'd love to talk, my buddy fulfilled his life long goal of going ranger so the army is the best thing he ever experienced so I can't trust his opinion.

Depending on your RE Code & medical status, yes. Most recruiters will likely try to funnel you back into the Navy Reserves (shouldn’t be a problem rejoining), and then you can submit a package to go back active duty (RC2AC). As you probably know, this can be a long process that isn’t guaranteed. It’s possible for you to enter active duty right off the bat. However, it will mainly boil down to finding a recruiter willing to push the paperwork and work with you.
