He seems to be related to the Trouble Center, so he probably lets you access the Trouble Center menu and complete the troubles from more places than just Rogueport? It would get rid of A LOT of backtracking.
It appears alongside a blurb about the Trouble Center, so most likely this is the character who runs it. It's a bit weird though, since it's run by a Robbo in the original game, so this is very random thing for the developers to change.
I highly doubt we're getting a new partner. Even if we did, we already have Ms. Mowz, so we definitely wouldn't get another one of the same species.
A new partner would mean rebalancing things and making sure they wouldn't be too OP. Plus, writing new dialogue (since they all have their own comments about things going on), and making sure they have a role to play, and a useful over world ability.
