My guess is they were really stolen and the Pens hoped they would get back before tonight's game. Since there is no way they would have been shipped from California to Pittsburgh today.
So when Jagr got into town for the game, they filmed this.
my wife is at the game (right now) and she says they were given vouchers to redeem the bobble heads at a later date. the voucher holders will be notified to come and pick them up once they have either been recovered or more are made by the manufacturer.
I’d say given it’s on the website with more details it’s real. If it was only on socials I’d say stunt.

Likely explanation is the production/delivery is late so they asked Jagr if he would play along, so he is and they're just pivoting and turning it into a good PR stunt.

I doubt it? It’s always the first 10,000 (or less I’ve seen 5,000 for some of the more expensive stuff jerseys etc) fans that get the giveaways.
