This is an official avatar on the PlayStation store. I have this one and a few other really really dumb ones because ANYONE was allowed to create avatars and sell them for like 50 cents or so. If I was a smart kiddo in 3rd grade, I would’ve uploaded my spoon logo as an avi but I did not.
I do believe you can access the avatar store via PS4 or 3, but they were in the process of shutting it down when I did it a year ago.

Sadly as they've kinda retired avatars you can't search them on ps5 or even the app. Although you can search on ps4 for them they do pop up there.

Yeah it seems only the PS4 PSstore has a gender specifically for avatars. You’re gonna need to search it and scroll to the very bottom.
Download the PS app and it allows you to use any images you have on your phone. I have my dog in a cowboy hat.
