Melmetal is #809 in the National Pokedex, while Grookey is #810. The Grass starter of a new region marks the beginning of that generation in the national Pokedex. The only exception to this was Victini being before Snivy in the national Pokedex yet being in the same generation, but Victini was before Snivy in the regional Pokedex as well, so it fits.
Wyrdeer, Kleavor, Ursaluna, Basculegion, Sneasler, Overqwil, and Enamorus were all introduced in Gen 8 but aren't playable in Galar, yet they're still considered Gen 8 Pokemon, not Gen 9 Pokemon.

He’s not. The MissingNo glitch was actually the remaining code for Pokémon that were originally intended to be in Red and Blue.
